Third Party Firestopping Inspections

Some regulatory requirements and project specifications require an independent party to inspect firestop systems, fire and smoke barrier penetrations, wall joint systems, and curtain wall protection systems. Often-times specifications have simple statements such as “Owners will engage a qualified testing agency to perform tests and inspections.

Some buildings designed under the 2012 International Code Council’s International Building Code (IBC) REQUIRE third-party firestopping inspections. These building types include:

  • High-rises
  • Public assembly occupancies (greater than 300 calculated occupants)
  • Schools greater than 250 calculated occupants
  • Colleges and universities (greater than 500 calculated occupants)
  • Most health care occupancies
  • Buildings containing significant levels of hazardous materials (Risk Category IV)


Third Party Firestopping Inspections

Firestopping System Inspection Requirements

The firestopping inspection methodology must follow the requirements of ASTM E2174, “Standard Practice for On-Site Inspection of Installed Fire Stops” and ASTM E2393, Standard Practice for On-Site Inspection of Installed Fire Resistive Joint Systems and Perimeter Fire Barriers.” These ASTM standards require

  • Randomly witnessing ten percent of EACH type of firestop system installed on site, OR
  • Conducting a post installation inspection that requires destructive type verification that includes two percent, but not less than one, of each type of firestop per floor or for each areas of a floor when the floor area is larger than 10,000 square feet.

This independent third-party firestopping inspection is the responsibility of the owner, general contractor, or some other party NOT associated with those parties installing firestopping. The firestopping contractor who performs the actual work cannot employ or contract the the third party firestopping inspector.

Beware of Amateurs

The qualification requirements of the third party inspector are NOT defined. As with any unregulated industry, the buyer needs to be aware. Our firestopping inspectors have successfully passed the UL Qualified Firestop Contractor examination and completed STI’s Firestop Instructional Training in New Jersey as well as HILTI’s HASFC Level 1 workshop in Tulsa, Oklahoma. HCC Fire Barrier Management provides firestopping inspections at the highest professional level. Our scope of work typically includes the following services:

  • Verifying that the material and systems used for firestopping have been tested in accordance with Test Method E814 (ASTM E2174- 8.1)
  • Verifying compliance of the firestop by observing the installation process and by taking and recording measurements of the substrates and materials being installed (ASTM E2174- 10.11)
  • Randomly witnessing a minimum of ten percent of each type of fire stop being installed (ASTM E2174- 10.12.1)
  • Documenting observed deficiencies on inspection forms (ASTM E2174- 10.14)
  • Re-inspecting corrected deficiencies (ASTM E2174-10.17)
  • Submitting inspection forms after an area is inspected (ASTM E2174- 10.18)
  • Attending pre-construction and training meetings
